The Draft Guidelines Suggest Neighbourhood School Concept
With A Common Curriculum And No Formal Teaching
If the state government shows the will to implement the suggestions
 put forward by the State Council for Educational Research and Training (SCERT),
kindergartens in the state would soon get transformed into an extension of home,
 from being just another school.According to a set of guidelines prepared
by the council, pre-schooling centers, where children from three to six
years are sent to, should not teach writing skills, including alphabets
and numerals. The pre-schooling should rather help the children to
get familiar with the world around them and prepare them for formal
education.The guidelines are awaiting approval from the state government
 and would be released before the beginning of the next academic year.
“The medium of instruction in all kindergarten should be the mother
tongue of the children. There is nothing wrong in exposing children to
any number of other languages through songs and other means, but
 understanding any language during pre-school years should not be
 by teaching them alphabets and asking them to by heart it through
writing,“ says the guidelines, which the general education department
 is expected to fine tune and circulate among all pre-schools across the state.
The draft policy document fixes the ideal student strength of a pre-school
as 20.However, this can vary from a minimum of 10 to a maximum of 30.
 The student teacher ratio should be 1:20. The guidelines suggest that the
 timing of the pre-schools should be fixed in such a way that it suits working parents.
It is suggested that the government should conduct surveys and promote
the concept of neighbourhood pre-schools in such a way that every 20 children
 in an area are provided with a pre-school facility.There should be common
 curriculum for all pre-schools and the local bodies should have a control
 over the pre-schools when it comes to matters such as infrastructure
 facilities and overall functioning. It should be ensured that the pre-school
 life of children should be full of joy and they should get a chance to know
Mother Nature closely and sustain curiosity.
Pre-schools should prepare kids for a smooth entry into the formal schooling
 and extra care should be ensured for children facing mental and physical challenges.
